Born July 9, 1912 in Ashe County, NC she was the daughter of Tom and Bessie Calhoun Graybeal. Her beloved mother Bessie died at age 24 in 1917 and her father Tom died 10 years later. After the death of her father, she moved to Elk Creek, Virginia to live with her grandparents, Tom and Nora Calhoun. She was a graduate of Elk Creek High School where she was Valedictorian and recipient of the McCulloch Medal for Character, Culture, and Knowledge. Beulah Ann received nurse’s training at St. Lukes Hospital in Bluefield and completed the New York Post Graduate Medical School and Nursing Program. She graduated from Vanderbilt’s Peabody College of Medicine in Nashville, TN with a degree in Public Health and during her career she completed Public Health refresher courses at the University of North Carolina. She also attended classes for fourteen summers at West Virginia University for mental health, public health, substance abuse, and behavioral medicine training. She spent her life teaching others about public health, nutrition, and immunization. Beulah Ann worked for years in Raleigh County before moving to Mercer County in 1939 and was the first public health nurse in southern West Virginia. Realizing the need for public health awareness in Mercer County, she started the crusade to have state health volunteers give life saving vaccines. She also helped raise awareness about childbirth deaths and the need for pre-natal care. In 1954, Beulah Ann was instrumental in establishing the Mercer County Health Council. She worked with the Mercer County Medical Society, the Medical Auxiliary, the Department of Human Services, the Ministerial Association, and other agencies to increase awareness about public health in Mercer County. Beulah Ann served numerous years on the governing board of the Mental Health Council and on various boards of other social service agencies. She was involved in drafting the first drug manual for Mercer County schools and helped write the first grant to fund the establishment of the Health Council and the Mercer County Department of Health. She chaired the Health Committee of the Princeton Women’s Club and in 1968 she received the state Women’s Club award for her role in establishing the mental health facility in Mercer County. She also chaired and co-chaired annual Christmas parties for patients and parents at Southern Highlands Mental Health Center in Princeton for fourteen years. After retiring in 1978 from Southern Highlands, she praised the dedicated leadership and was thankful to be a part of the first fully licensed mental health clinic in West Virginia. Beulah Ann was a Charter Member and Chaplain for the Mercer County Democratic Women’s Club, a lady Kiwanian, and an active member of the Greenview United Methodist Church in Green Valley where she was a certified lay speaker and taught the young adult Sunday school class. In 1991, Beulah Ann was named Belle of Summerfest for her contributions to improve the quality of life in Mercer County. In addition to her parents and grandparents, she was preceded in death by her husband, Edwin “Woodrow” Bailey; one grandson, Evan Carlton Bailey; and seven brothers and sisters.
